The Statutory Council of Ministers of UEMOA ensures the implementation of the general guidelines defined by the Conference of Heads of State and Government. It adopts the Union's budget. The deliberations of the Council are prepared by the Committee of Experts, made up of representatives of the Member States. The Council includes two ministers from each Member State, one of whom is responsible for Finance. It meets every three months in ordinary session and holds extraordinary sessions when necessary.  The Presidency of the Council rotates every two years. Côte d'Ivoire has held the Presidency of the Council since December 2022.
